Hong Kong SIM Cards & Phone Plans: Best Options for Expats

Getting Connected in Hong Kong

Hong Kong has some of the fastest and cheapest mobile data in the world. Average 5G speeds regularly exceed 200 Mbps, and unlimited data plans cost a fraction of what you would pay in Europe or North America. Getting a local SIM or phone plan is one of the easiest parts of settling in.

You have two main options: pick up a prepaid SIM card immediately upon arrival, or sign up for a monthly contract plan within your first week. Many expats do both — a prepaid SIM for instant connectivity, then switch to a contract once they have their HKID.

The Major Carriers

3 (Three) Hong Kong

3HK is the most popular carrier among expats. They offer competitive prices, excellent 5G coverage across Hong Kong Island, Kowloon, and the New Territories, and their customer service is available in English. Their stores are everywhere — you will find one in almost every MTR station and shopping mall.

Monthly plans with unlimited data start from around HK$158 per month. Their mid-tier plans (around HK$198-248) include unlimited local data at full speed plus roaming data for mainland China and Macau, which is convenient for cross-border trips.

CMHK (China Mobile Hong Kong)

CMHK offers the most aggressive pricing in Hong Kong. Their unlimited data plans start from around HK$128 per month, making them the budget champion. Coverage is excellent in urban areas. CMHK is particularly good if you travel to mainland China frequently, as they offer seamless cross-border data packages.

The trade-off is that their customer service is more Cantonese-focused, though major stores in tourist areas have English-speaking staff.

SmarTone

SmarTone positions itself as the premium carrier. Their network quality is excellent, and they consistently rank at or near the top in speed tests. Monthly plans are slightly more expensive, starting around HK$198 for unlimited data. SmarTone is a good choice if network reliability matters more than price — for example, if you work remotely and need rock-solid connectivity.

CSL (now part of HKT)

CSL is the oldest mobile network in Hong Kong and part of HKT, which also operates the PCCW fixed-line network. Their 5G coverage is extensive, and they offer bundle deals if you also use PCCW for home broadband. Plans are comparable to SmarTone in terms of pricing.

Prepaid SIM Cards

If you want a number working within minutes of landing, grab a prepaid SIM card. These are available at the airport (look for carrier booths in the arrivals hall), 7-Eleven and Circle K convenience stores, and carrier retail stores throughout the city.

Popular prepaid options include:

  • 3HK Tourist SIM — Available at the airport. Offers 8 days of unlimited data for around HK$88. Great for your first week.
  • CMHK Prepaid — Monthly rechargeable SIMs with data packages from HK$48. Available at convenience stores.
  • SmarTone Prepaid — Good coverage with flexible top-up options.

Prepaid SIMs in Hong Kong require real-name registration since 2023. You will need to provide your passport details when activating. This is done through the carrier's app or website and takes just a few minutes.

eSIM Options

If your phone supports eSIM (most phones from 2020 onwards do), you can get connected before you even land. Several options are worth considering:

  • Carrier eSIMs — 3HK, SmarTone, and CSL all offer eSIM activation. You can sign up online and have your eSIM active within minutes. This is the best option for a long-term plan.
  • Airalo — A popular eSIM marketplace that offers Hong Kong data plans. Good for short-term visitors or if you want data-only connectivity while keeping your home number on your physical SIM.
  • Nomad eSIM — Similar to Airalo, with competitive Hong Kong data packages.

The eSIM route is particularly convenient if you want to keep your home country SIM in one slot (for receiving verification codes) while using a Hong Kong eSIM for local data and calls.

Monthly Contract Plans

For the best value long-term, sign up for a monthly contract plan. Most carriers offer plans with no lock-in period (month-to-month) or 12-24 month contracts with better pricing and a free or subsidised phone.

What to look for in a plan:

  • Unlimited local data — This is standard in Hong Kong and should be your baseline.
  • 5G access — Most plans now include 5G at no extra cost. Make sure yours does.
  • Roaming data — If you travel to mainland China, Macau, or other Asian countries, look for plans that include roaming data. Many 3HK and CMHK plans include this.
  • Tethering/hotspot — Some cheaper plans limit tethering. If you work remotely and need to hotspot your laptop, check this.
  • International calls — If you need to call overseas numbers, check the per-minute rates or consider using a VoIP service instead.

Signing Up for a Contract

To sign up for a monthly plan, you will generally need:

  • Your Hong Kong ID card (HKID) or passport
  • Proof of address (some carriers require this, some do not)
  • A credit card or bank account for autopay

Visit a carrier store in person for the smoothest experience. Staff at major locations speak English and can walk you through the available plans. Alternatively, most carriers allow online sign-up if you have your HKID.
